I was in a car accident recently and the other vehicle is registered out of state. I reside in New York and would like to know how to obtain insurance information from the state of Illinois. The police report does not provide the insurance info. I only have his plate number, policy number, and VIN number?

Why didn't you get that info from the driver at the time of the accident? Try going through your insurance company to obtain this info.
