i was a stop and the car hit the back of my car and it scratched it up a bit, no major problems. i got their license, license plate, phone number and and registration number of the car. Was there anything else i needed from them?

You may have made a big mistake not doing that. Even though it was a minor accident not filing a report cause a downfall, next time get one.

I believe you only have to sign where it says
owner selling the vehicle - date it - mileage -
and you may have to get it notarized

but you are not a dealer - (are you?) nope

probably all you need is on the front - call DMV tomorrow

AND a "bill of Sale" - on your computer - a letter format
that it is given to XXXXXXX
describe the vehicle - VIN - mileage

you date and sign that (and keep a copy in your computer)

yesterday. We saw it happen, but he just drove off. We

If you're in the UK, there's no point in calling the police, the accident wasn't on the public highway. It's possible the supermarket has CCTV coverage of that area, ask if you can view it - just maybe you can make out the number from that. Then pass that info on to your insurers and leave it to them to pursue him. Failing that, it's either a case of getting our insurance to deal with the damage and paying the excess yourself or just plain paying for it anyway.

I hate it when that happens and always try to park where I'm surrounded by cars that are clearly well cared for

How to write up a contract when purchasing a car from a friend?

My ex is giving me his old car, which we'll say I paid $1 for, and he says he'll help pay for the registration, oil change, and any citations that apply. I want to make sure I have some type of contract to ensure this.

Can someone write a sample of what I should say in the contract to cover everything (I'll input the names where needed), and anything else important I should include?

All you need is a bill of sale, the fact that he is a friend or that the price is one dollar is irrelevant, you will need this document to legally register the car. He can pay for whatever he wants to, that is outside the scope of the registration process.
The bill of sale should clearly identify both the seller and purchaser with their names and addresses, the vehicle make model, mileage and most importantly the VIN number, the purchase price, witnessed signatures, name and contact info of the witness.

How would I transfer ownership of car from private owner?

I was looking to buy a car from a private owner, but I was curious on how the deal should go down. What transaction happens? Does he have the paperwork for it? And is there any legal obligations I would have to get from city hall? For example the tags. Would he sell the car tag with it,or if not how would I get it home without a tag and/or no insurance on the car(since I would've just bought it)

Here's a easy way to do this,
come up with an agreement type up a little contract and sign it, both of you.
It just helps in the long run and will probably never be needed but if for some reason you did you'd have it.
Now, you can put insurance on a vehicle without owning it. It's not a big deal. Just take the VIN number and get the insurance quote from any place you want.
THen when you have the insurance get the "title" from him/her, you and him/her go to the nearest local Notary that does Vehicle transfers. At that time in front of a Notary the seller would sign ownership of said vehicle over to the new owner, and it would be notarized and a new registration and plate for the vehicle will be given. Now if the previous owner has a good registration and plate most states will allow the seller to let the plate and registration transfer to the new owner which saves a little money by doing so. However, isn't a huge deal which way its done.
Contact your Local Department of motor vehicle for more info on your states requirements. However, this is usually how this goes. You can look up notary in the phone book call around find someone who does it very cheap or free some do charge upwards of 100.00 for their service, others 10.00 or free.
