I want to add a cigarette lighter power plug to my scooter, to make it easy to plug in a cable from the cigarette lighter plug on the scooter to the cigarette lighter plug in a car, should the scooter battery go flat.

Let's assume the battery discharges to 6 volts before it's discovered that a light was left on or some such.

How much amperage would the cable have to handle in such an instance (assume no starter cranking, just charging the battery)?

Answer
A good battery rarely gets below 10V. even in deep disharge.
At 6V. A 12 V, battery is completely dead and would draw a lot of current
at first. (Very low internal resistance.)
Trying to recharge it that fast wouldn't be good for the battery anyway.
The good news is that it would build a 'surface charge', and restrict the
charge current pretty quick. #16 wire should handle the situation.

How do I get involved with developing electric car technology?

Q. I have recently watched the movie,"Who killed the electric car" It was great. Now I want to work in this field. I have my degree in BA. I'm not really interesting in going back to school, but wonder what company could I work at to get started?

This is a tough one, because a job in a startup electric vehicle company could be risky. On the other hand, I couldn't think of a better time to take a chance on the future of electric vehicles. There's a lot of activity in battery research, and prototype electric vehicles.
