What's the best used car to get for $3500?

Q. So I'm only 15 and turning 16 pretty soon and my parents are letting me pick out a car and I have absolutely no clue what to buy within my price range that's also very efficient. I've heard Honda and Toyota is exceptionally reliable and doesn't break down as easily. So what's the best model and make that's also very cheap but yet runs really well?
Also can you give me some tips on negotiating a good price with the dealer?
