What are those widgets mounted to the PATH train tracks in Newark NJ?

Originally I was thinking "signal system" but these grey boxes are only show up in the Newark area, so I'm not sold on them being used to improve the signal system. Perhaps they're used to report their location to stations and give passenger an accurate arrival time?

It is called a transponder.

It is part of the signal system and is intended to be used with a Communications Based Train Control (CBTC) system that will be instituted in the near future (by 2017)

The NYC Subway already has this on the L line and is currently installing on the 7 line.

A CBTC system allows trains to communicate with a computer system allowing for a more automatic operation of the trains and allow trains to be operated closer together. It will not (at least for now) do away with the person at front of the train (Engineer or Train Operator) or the conductor.

EDIT:

It is part of the signal system (you don't have to believe it but it is true). The new PATH cars (PA-5) are equipped with computers which will allow the trains to automatically communicate with a signal system that will allow for trains to be operated closer together. That is what the CBTC system is.

PATH installed them in the Newark area first because that area is all outdoors. They will be proceeding southward to Journal Square. Once that is done they will concentrate on the underground portions. Those will take longer because there is less room to work in when you are underground.
