How can I get my town to start a recycling program?

I am trying to find a way i can get a recycling program started in my town. Any ideas?
My town is relatively small and we don't have a recycling center here, but there is one relatively close.

set up a plan of action...meaning have all the "how, how much,when, where, who" of your program figure out and officially written down. then find more info at your local city hall and get an appointment to see your local councilman and get their approval first.
when you get the approved by the city, start by recruiting people you know that would help you instigate the program.
you can also make a flyer's with info regarding the program, the good it does for the community and the earth, your contact info in case they have questions or willing to help and pass them around town. leave them at car windshields, at local beauty stores, doctor offices etc...

then visit local churches, schools, grocery stores and ask for their cooperation.
