How do I safely transport extra gasoline in my car?

I travel a lot. My car does not have a big gas tank. The trunk is carpeted. I know to fill the plastic gas container on the ground but then what? Can I just put it in the trunk? I have heard that it sliding around on the carpeted trunk could cause a static charge build up that could end with a bang.

There is no safe way to transport fuel, but there used to be a product in auto parts stores with the name "emergency fuel" or similar; no other info on it, sorry. Just know your vehicles mpg and don't let the tank get too low :]

I have a 98 Saturn SL Car with 28mpg. Does it qualify for that Program?

Unfortunately no.
Cars that get 28 mpg are not considered a gas guzzling -polluting-clunker.
I believe the figure for cars is 18 mpg or worse.
The government has set up a website exclusively for the C.A.R.S act 2009, which will give you all the restrictions and also a step-by-step tutorial as to how to find the original MPG ratings .
After Thursday, (06-25-09) there will be additional info on Fords website too.
Ford was/is istrumental in helping NHTSA and D.O.T set up the program.
Dealers that participate will be able to walk you through the process seemlesly.
The gonvernment website will publish the Dealers that are registered to participate.
Being as how the program is not in affect yet, they don't have the dealer lists updated at this time. However you can check the site frequently and/or sign up for e-mail alerts from them.
