Answer
I live in California and they had a special on the news about this last night. They say it's going to cost about $15 a month. And it does all the things you mentioned. It's called Teensurance.

Are there any car GPS navigators that don't require a monthly fee?

Answer
There are no fees for using GPS systems the only monthly fee is for traffic and weather news and such, but the actual calculating of your position is free....The unit does the position calculation through micro waves it receives from various available satellites...Heres a quate from Wikipedia "The Global Positioning System (GPS) is a global navigation satellite system (GNSS) developed by the United States Department of Defense and managed by the United States Air Force 50th Space Wing. It is the only fully functional GNSS in the world, can be used freely by anyone, anywhere, and is often used by civilians for navigation purposes.".....Red@navyseals.com
